Smart City Program – Hyperscale Data Center Consulting

Designing the digital foundation for a next-generation AI-powered smart city – from an empty site upward.

Client: Smart City Development Program
Sector: Smart City / Hyperscale Infrastructure
Service: End-to-end Data Center Consulting

The Ambition

One of the Kingdom’s flagship smart city initiatives is being developed as a next-generation urban ecosystem powered by AI, IoT, autonomous systems, and cloud-native services. Delivering that vision required hyperscale digital infrastructure capable of supporting high-density computing, multi-cloud operations, and massive data throughput while meeting Tier III–IV international standards, sustainability goals, and long-term operational resilience.

The Need

Flint was engaged as the program’s end-to-end data center consulting partner, providing technical planning, architectural validation, and strategic advisory from greenfield feasibility through commissioning. The engagement covered site feasibility, modular scalability, energy efficiency, and resilient operations for national-scale digital services.

Working alongside the world’s largest networking technology company, Flint helped develop a scalable, future-ready infrastructure strategy aligned with global networking and data center best practices.

From Feasibility to Commissioning

The engagement began with feasibility studies covering environmental, geotechnical, and utility assessments to define site conditions, power density, redundancy, and future expansion.

The next phase focused on architecture and design aligned with Uptime Institute Tier III–IV and TIA-942 standards, using a vendor-neutral approach to ensure interoperability, scalability, and flexibility.

Implementation included design reviews, QA/QC oversight, and commissioning support, with Flint guiding the project from blueprint to deployment while meeting resilience, redundancy, and Power Usage Effectiveness (PUE) targets.

Business Outcome

The program established a modular, multi-zone redundant, vendor-independent hyperscale data center blueprint, delivering long-term flexibility and cost efficiency. Built to international best practices for uptime, security, and energy optimization, the infrastructure is ready to support AI workloads, cloud-native platforms, and national-scale digital services.

AI-Driven Managed Services   As NEOM’s infrastructure goes live, Flint’s AI-powered Managed Services are designed to operate it at hyperscale – using machine intelligence to monitor distributed systems, reduce downtime and keep day-to-day operations efficient across a smart city built on AI itself.
